What Is The Proposed Parkrose ESD?
The City of Portland is considering creation of a new Enhanced Services District (ESD) covering portions of Parkrose.
If approved by City Council, certain property owners within the district boundary would be required to pay an annual fee for the next ten years.
Supporters say the district would fund services such as cleaning, outreach, graffiti removal, and safety ambassadors.
Opponents believe the proposal creates a new mandatory fee without voter approval, provides little direct accountability to those paying the bill, and does not address the root causes of crime and public safety concerns in Parkrose.
